Also sometimes called a Wen cutter this tool is used for tidying up/removing stubs and knobs on a bonsai. It can also be used for nibbling and whittling away large pieces of wood (especially deadwood) that can not be removed in one cut.
This larger headed knob cutter is most suited to nibbling away larger areas.
